   Norma D. Seward, 90, of Payson, Illinois, passed away at 11:20 p.m. Friday (December 29, 2017) surrounded by her loving family at Sunset Home in Quincy.

   Born December 1, 1927 in Quincy, Norma was the daughter of  Edward H. and Martha E. Mewes Hagenbaumer. She married Richard W. "Dick" Seward on April 22, 1950 in Quincy.  He preceded her in death on October 6, 1998.

   Norma was an active member of the Payson Congregational Church where she served as Secretary for the church and the Women's Fellowship Group.  She was a member of the Payson Order of Eastern Star where she served as Secretary, Daughters of the Nile where she had served as Secretary and President and served on the Board of Directors for Payson Old Settlers, Adams County Housing Authority, the John Wood Advisory Board and the Quincy Senior Center, where she was instrumental in starting the Meals on Wheels program.  
   Norma was the first woman to hold and elected office for the village of Payson serving as secretary for many years before being elected Mayor, an office she held from 1965 to 1977. Norma designed the sidewalks and oversaw many improvements in Payson South Park and was the driving force to hire Payson's first full time Police Officer.  Norma was still active in her community by serving as an election judge for the Payson Precinct 2.

   Norma was a bookkeeper for many years for various companies in Quincy and Payson. She was last employed at Midwest Pool in Quincy until her retirement.

   Survivors include three daughters, Deborah Ruths of Liberty, IL, Diane Baumgartner (Frank) of Plainville, IL and  Denise Flesner (Steve) of Quincy; nine grandchildren, Thomas Ruths (Dee Dee) of Liberty, IL,  Scott Ruths (Jody) of  Liberty, IL, Cory Baumgartner (Whitney) of Quincy, Craig Baumgartner (Jennifer) of Hannibal, MO, Kyle Baumgartner of Plainville, IL, Amanda Graham (Harrison) of Quincy, Amy Flesner of Quincy, Andrew Flesner of Quincy and Adam Flesner (Ashley) of Camp Point, IL; eleven great grandchildren; two brothers, Edward Hagenbaumer (Barb) of Quincy and Kenneth Hagenbaumer (Cindy) of Naperville, IL; two sisters, Donna Wittler (Byron) of  Quincy and Marilyn Stieghorst of Hillsboro, MO; a brother in law, Ed Lefringhouse of Quincy; and many loving nieces and nephews.

   Norma was preceded in death by her parents; her husband,  Richard; a son in law, Thomas Ruths; a sister, Patty Lefringhouse, a brother in law, Gene Stieghorst; a nephew, Ted Hagenbaumer; and a niece, Julie Ann Lefringhouse.

   The family would like to thank Norma's caregivers from Blessing Hospice and Sunset Home for the love and compassion they showed to Norma.

   Funeral services will be held Thursday morning at 10:30 in the Zehender  Robinson Stormer Cookson Funeral Home in Quincy with Pastor Steve Disseler officiating.  Burial will be in the Payson New Cemetery in Payson.

   Visitation will be Wednesday evening from 4:00 to 7:00 and Thursday morning from 10:00 until the time of services at the funeral home in Quincy.

   Memorials may be made to the Payson New Cemetery Association or the James Cary Cancer Center in Hannibal.
