CARROLL V. WINTERSTEEN
 

Mr. Carroll V. Wintersteen, of the Illinois Veterans Home in Quincy,
formerly of Decatur, Illinois, died at 2:40 p.m. Monday (August 2, 2004) in
the Illinois Veterans Home.

Born January 6, 1920, in Kaylor, South Dakota, Carroll was the son
Charlie and Anna Elvig Wintersteen. He married Phyllis Ann Cowell on
November 27, 1948 in Oak Park, Illinois. She survives.

Mr. Wintersteen was a member of Grace United Methodist Church in
Decatur. He received his Juris Doctor Degree from Northwestern University
and was a member of the Phi Alpha Delta Law Fraternity. He was a member of
the Mason County American Legion and had served as its chaplin. He was also
the American Legion State Americanism Officer. Carroll was a member of the
Havana Masonic Lodge #88, Peoria Scottish Rite and Mohammed Shrine Temple of
Peoria.

He was with the Illinois Power Company for 30 years and was a member of
the Illinois Power Retiree's Club. He was the States Attorney for Mason
County from 1952 until 1956 and was a member of the Illinois Bar Association
and past President of the Mason County Bar Association. He was also a past
President of the American Right of Way Association. He was an avid golfer
and four times had a hole in one.

Also surviving are three daughters, Cathy Block and her husband Winston
of Elwood, IL., Janet Valdes and her husband Eliseo of Bloomington, IL., and
Julie Laux and her husband Paul of Woodstock, MD.; four sons, Gary
Wintersteen and his wife Marianne of Lockport, IL., Dr. Bruce Wintersteen
and his wife Carol of Monticell, IL., Steven Wintersteen and his wife M.
Kaye of Champaign, IL., and Patrick Wintersteen of Long Beach, CA.; a son in
law, Michael Powers of Sierra Madre, CA.; fifteen grandchildren; one great
grandchild; and two sisters, Laura Jane Getz of Canton, IL., and Gwen Huser
of Creve Coeur, IL.

He was preceded in death by a daughter, Colleen Powers; a
granddaughter, Tanja Block; a brother, Clayton Wintersteen; and a sister,
LaVonne Tisdale.

Funeral services will be held Wednesday morning at 10:00 in the All
Faiths Chapel at the Illinois Veterans Home by Rev. John Adams. Burial will
be in Sunset Cemetery.

Visitation will be held Wednesday morning from 9:00 until the time of
services in the All Faiths Chapel at the Illinois Veterans Home.
